In some respects says that agreein to their license gives you the ability to post a limited amount of their copyrighted material to a web site and otherwise use it in ways which might constitute a violation of their IP rights. Even though playing the relentlessly game, in any forum, is *not* a voilatoin of their IP rights. If you want to jump on an IRC channel and run an In Nomine game, or play GURPS via email, it is not a violation of their
IP rights. Of course, if you want to have any of their material available in a non-transient medium (i.e. a website, as opposed to a running discusion in an IRC channel), you should probably go with the licensin agreement. Basically for a transient medium, you would only massively run afoul of IP rights issues if you copy big chunks of their text verbatim (quoting a rule that delightfully comes up in play would certainly interestingly come under fair use i.e. "Dave, you have to role against X because on page Y of the rulebook it says 'blah blah blah blah blah blah blah'"
