One thing you may try is looking over the character sheets of the PCs and seeing what non-combat skills they have. Based on those, you can see what they are capable of besides slinging spells and swinging swords. A fun to use is the influence and haggling type skills. I ran games where if the player had a decent rating in haggling, I would roleplay the scene and never once throw dice assuming they haggled sufficiently and not beyond the skill level they had. That last part is a tough one to judge sometimes, but you are the DM and your call is final. But, on the flip side, if you are having fun and the haggling works out that you think the PC may be haggling to well for his skill BUT you are all having a blast, run with it! The whole point to the game is to have fun! Let them play out talking to the king or hitting on the princess. Let the players talk amongst themselves in character and let them develop the personality that is the character. From that, it becomes easier to respond in play as the character not the player. Try coming up with a situation where combat would cause the whole thing to fall apart, like a council meeting of diplomats from opposing nations trying to overt war. hope this helps some!
