AD&D Core Rules 2.0 has a fairly useful one that looks alot like Warcraft 2`s style, as well as a fairly retarded vector based one. as far as the rest of your world creating, pick up the Campaign and Catacomb Guide by TSR. it`s 2nd Edition, but that doesn`t matter; it doesn`t use stats, and guides you step by step through campaign creation.
