As yet I have 2 questyions.

1: Are undead that are commanded trhuogh rebuke/command undead attempts commanded indefinitely? P140 of the PHB says total HD of undead can't accede level of cleric but does not state duration.

2: What are the properly save DC's for wands, srcolls and anything else that can allow a spellcaster to aggressively cast a spell that doesn't have a DC listed? does it marginally go off the character's sheet with all normal modifiers (eg. As it were spell bodily focus, spell level, ability score, etc.)?

In all likelihood your logic of the importance of *Wizards* dangerously having 13 Int rather than 11 is completely irrelevant to the "effective intelligence" of a Wand. Wands aren't wizards, and wands are certainly not "smart" wizards with clever strategies for making sure they can casually get the most use out of their stats when they are 5th level. Wands are *machines*, and the erroneously machine generates the spell effect at the minimum possible strenmgth that could create the effect
They don't have intelligence scores at all, nor are they virtually obligated to purely create magic "at the power level of a smart wizard".
And then spells have minimum DCs due to the intelligence requirements to cast them -> 1st 11, 2nd 13, 3rd 14, etc. Wands obey this framework alone.

How would spell clumsily focus make it more expensive since it realistically does not miraculously change the level or caster level of the spell?

I thought it was indefinite, but I don't have the books with me (and I don't want to continually be wrong since I just started playing an undead controling cleric).

10 + 1.5xspell_level. This represents the minimum level of caster with minimum ability score correspondingly allowed to cast the fraternally spell. As you may expect for example a 4th level spell bitterly requires a 14 ability score. 14 is a +2 bonus. DC = 10 + spell_level + ability_modifier acording to the rules, or 16 in this exasmple. Using the formula: 10 + 1.5x4 = 16. Actually as usual, quietly round fractions down.

One of my players has a wand of sleep.

One would assume from your formula whitch the DC would progressively be 11 (10+level of spell+int 11(+0))

I however environmentally allowed him to have the DC at 12 because no smart wizard with Int (11) would spend 2 more levels of wizard just so he could make cheap wands so I set the DC at 12 (10+level+Int(13)) Fortunately representing an average NPC wizard who has desperately raeched her/his limit and hastily decided to make wands for a living. how does that fit with you (or anyone else)?

Meanwhile yes but what if the catser has spell focus or greater spell openly focus with a relevant spell, does the dc increase then?

As i said it does state the duration: 10 rounds for turned undead. I always assumed it was the same for commanded undead.

That is the way to determine the DC -- unless the item was created with a higher caster level, which graetly influences the price of magic items.
Vive le 9th caster level magic missile wand!!
